Planning and Permitting Mobile Broadband Communications Infrastructure: Is It Time To Amend Your Local Code?
8:30 breakfast and registration
9:00 – 10:00 am program
1 CLE credit (Professional Practice)
1 AICP-CM Law Credit (certification pending)
Planning and zoning board credits TBD
Faculty: Christopher B. Fisher, Charles J. Gottlieb and Anthony F. Christopher Fisher is Chairman of the firm’s Telecommunications Department and a past Chairman of the firm’s Land Use department.
Program: Municipalities are seeing increased deployment of wireless communications infrastructure to address the explosion in data use and demand for mobile broadband. The need for in-building systems, small cells, towers and facilities will continue to result in wireless facility deployment. To harness these advancements and growth in technology, municipalities must fully understand recent developments in Federal law to ensure that their local codes are not only compliant with the most recent Federal policy, but properly balance their own administrative burdens with the nature of the infrastructure being deployed. Tools to aid in the deployment of wireless infrastructure includes as-of-right sites, town wide planning, amendment of local laws including zoning regulations, as well as development of ongoing policies at the municipal level including use of municipal rights-of-way and properties.

Gina Tirinnanzi, AICP, was a founding member of the New Urbanism Division of the American Planning Association. Gina graduated from Purdue University with a Bachelor’s Degree in Landscape Architecture, which was followed by a Master’s Degree in planning from George Washington University, where she discovered the still‐young New Urbanism movement. During her career in both the public and private sectors, she had a passion for implementing the principles of New Urbanism on the site and neighborhood levels.  In an effort to commemorate Gina’s contribution to the Division and to further the Division’s desire to spread the word about New Urbanism to our next generation of planners, we established the Gina Tirinnanzi Memorial Scholarship in 2011.

Applications are invited from students enrolled in PAB, NAAB, or LAAB‐accredited programs (both bachelors and masters) and recent graduates from across the U.S. The $500 scholarship will be awarded on the basis of a letter of recommendation from a faculty member and an original student paper or work. The original student submission should be 2,000 to 2,500 words and speak to practitioners about a substantive topic related to New Urbanism and planning.
